Critical Perspectives on Global Asylum Governance in light of the United Nations Global Compact on Refugees and the EU Pact on Migration and Asylum

 

14 – 17 September 2021

 

A four-day online training seminar for PhD researchers in final stages of completion or having been granted the doctorate within 3 years specialized on migration (or equivalent professional experience), refugee and human rights studies to be hosted by the Migration Policy Centre, European University Institute and CEPS as part of the ASILE project, a project that has received funding from the European Union’s Horizon 2020 research and innovation programme.

The first ASILE Virtual Training Seminar will focus on refugee and asylum governance from an international comparative perspective by exploring the interaction between legislation, policies and practices that have been developed in different countries and world regions in order to implement the United Nations Global Compact for Refugees (UN GCR), and their compatibility with human rights and international refugee law.

The UN GCR calls for more equitable and effective arrangements for responsibility sharing. It states that it is to be grounded in international refugee protection and international human rights instruments. The UN GCR places protection as an overall guide of application. The ETS will take the GCR guiding principles as points of departure. Adopting an interdisciplinary, multi-actor and multilevel perspective, this ETS examines the characteristics of international, regional and country-specific asylum governance instruments and arrangements in light of international and regional human rights and refugee laws.

Learning outcomes
Participants will:

  • Develop enhanced understanding of the dynamics of refugee and asylum governance in different parts of the world, and in Europe
  • Expand their ability to explore policy solutions to forced migration challenges
  • Know more about the kinds of actors that are involved in international protection and global asylum governance and their different roles and interactions
  • Gain tools to develop new ideas building from promising practices and evidence-based tools for the development of asylum policies
  • Engage in an international academic-policy dialogue about current and future global asylum governance approaches within the scope of the UN GCR.

Eligibility
  • PhD researchers in final stages of completion or having been granted the doctorate within 3 years, or equivalent professional experience
  • A strong research background in international migration and asylum, and human rights;
  • An excellent working knowledge (speaking and writing) of English;
  • The availability to attend the entire programme. Yet flexible arrangements will be provided
  • Participants are required to present at the training seminar a research paper that will be presented and commented by the rest of the participants during the training seminar.
  • We encourage the participation of researchers coming from the six case-countries of the ASILE project: Canada, Bangladesh, Brazil, Jordan, South Africa and Turkey
  • The participation of refugee and migrant scholars will be promoted

ABOUT THE PROGRAMME

The COVID-19 pandemic has brought migration to the forefront of policy discussions, and at the same time has exacerbated the precarious conditions of migrant workers. With a 455 million-strong internal migrant population, migrants still fall through the cracks in social security networks at destination states because of discriminatory policies which favour native residents over migrant workers. Essential areas like education, children’s rights, political participation, and housing are still out of reach for many migrant workers who have to furnish residency proofs or qualify destination states’ domicile requirements. 

India Migration Now (IMN) and Bandhu Urban Tech have been working with migrant workers, providing financial services, documentation, entitlements, and housing by keeping vulnerable migrants at the centre of their respective interventions. The fellowship programme will dive deeper into key policy areas – Education, Housing, Identity and Registration, Health and Sanitation, Financial Inclusion, Livelihoods, Entitlements, and Housing, combining mixed research and advocacy methods with field experiences.

POSITION PROFILE AND EXPECTATIONS

  1. The fellow will work in the field as a facilitator of financial services that Chalo Network and Bandhu aim to offer 
  2. Map out relevant migration corridors for both organisations through fieldwork and secondary research- district, sub-district, block-level
  3. Link Bandhu’s fieldwork on health, labour market and social benefits with IMN’s research work on IMPEX
  4. Case studies to help the organisations understand the customer profile, role of gender, KYC challenges
  5. You will be expected to work on specified policy areas. This will involve reviewing and documentation state-level and central-level policies. It will also involve a comprehensive review of policy which will be done by going through government documents, secondary data sets, research papers, and repositories.

You will work remotely and remain in touch with the IMN and Bandhu Teams through email and Slack communication.

QUALIFICATIONS

  • Currently pursuing a Masters’ degree in Economics/Public Policy/any subject in the social sciences.
  • In first year of Phd in Economics/Public Policy/Sociology/Social Work/Political Science/Architecture (housing/urbanisation focus)
  • Bachelor’s in Business Administration, Supply Chain Analysis, Computer Science, Urban Design/Planning, Data Science, Law, or any relevant subject in Social Sciences

  • Deep dive into migrant centric sectors and activities – construction, labour subcontracting, etc
  • Qualitative and Quantitative methodological training
  • Understanding financial exclusion with respect to migrants and capacity building in IMN and Bandhu teams
  • Combining on-ground learnings with big data insights to understand the larger picture
  • Focusing on holisitic technological advancement to solve key pain points of migrant workers

  • A journal article based on the research and field findings

  • Contributions to internal processes used in designing and deploying the solution, including front-end and back-end schematics
  • Marketing initiatves to expand the user base, including social media posts, on-ground business tie-ups and user incentives
